'Government measures' tells the story of two ideologies clashing, in a society in which mankind appears to have everything under control. The surface of the planet is covered with concrete and food production takes place underground in artificial greenhouses. Mankind even controls itself, using huge amounts of pills and hormones, yet one major problem remains: aggression, the only uncontrollable remnant of nature.
